Checks if the content encoding feature is enabled for API Gateway stages to compress API payloads. 

When encoding is enabled, API Gateway allows compression of response bodies based Accept-Encoding header. Payload compression is triggered when the response body size is greater or equal to the threshold configured as the minimum compression size. You can set this threshold 10M (value between 0 and 10485760 bytes). Supports GZIP, DEFLATE and identity.
