Why do I see this?

One of your state machines is throttled because it went over a quota.

What does this mean?

Step Functions places quotas on the sizes of specific state machine parameters, such as the number of API actions you can make during a specific time period or the number of state machines you can define. Although these quotas are designed to prevent a misconfigured state machine from consuming all of the system’s resources, many aren’t hard quotas.
